he where there is water there is life but finding it in australia is arid desert is a skill few still possess they took us to a small wet spot in the in the desert and this was this is a very important place they've been telling us about for the last five days who came in and. and and orders against all odds an aging population is passing on its knowledge the rainmakers of the outback on a. hello
10:46 am
there the weather is certainly ramping up over parts of north america for take a look at the satellite picture we can see the latest area of cloud of rain that's making its way in from the pacific that's already given us some heavy rain for many of us in the western parts of the u.s. and in the western parts of canada that system or edge its way eastwards you get more rain and spring there as we head through the day on friday but it's this system that's making its way across the plains and got to watch because as that one edges its way eastwards is really pulling itself together we'll see a lot of heavy rain all night in the southern parts of the u.s. and then on the north and pas that's where we'll see some snow and the snow really will be quite heavy the whole system then runs its way eastwards as we head through the next few days for the south and there's a lot of quiet weather to be found across the caribbean at the moment where you have seen a fair few showers around the a high temperature but even those seem to have dried up for friday and saturday so we should get away with
10:47 am
a draw you day here not dry for all of us in south america there particularly if you're in the northern parts of argentina and through europe wide this system is still with us being with us for a good few days now still giving us some heavy rain and that system slowly begins to pull away as we head through saturday but even on saturday behind it will be dragging plenty of cloud and there's a chance of seeing want to poke a thunderstorms. taiwan. a sovereign island state or a renegade province of china that must soon return to mainland control. as the bottle for taiwanese hearts and minds intensifies. people in power investigates the tactics of those to whom reunification is only a matter of time. taiwan spies lies and cross straight a's on a. and the. u.s.

and british companies have announced the biggest discovery of the west africa but what to do with these untapped natural resources is already a source of heated debate nothing much has changed they still spend most of the days looking forward to full dry riverbed like this one five years on the syrians still feel battered or even those who managed to escape their country have been truly unable to escape the war. this is. hello i'm the star and this is the news hour live from our headquarters and coming up in the next sixty minutes we will recognize that space is
10:49 am
a new world striding domain donald trump's grand plan for protecting the u.s. from any enemies. a deadly car bomb attack on a police academy in colombia the president vows the apt one to go on punished. donald trump cancel the delegation to the wild economic forum and suspends house speaker nancy pelosi its foreign trip as a government shutdown continues. only just learning to read why a twelve year old from hundred euro's who is trying to get into america is desperate to have another go plus. i'm going to be reporting from phnom penh where european tariffs may be about to put a dent in one of the best performing economies in the world. donald trump's putting his military and the wild on notice. that space is the new
10:50 am
battleground the u.s. president says he wants to explore space based weaponry that could shoot down missiles he's made the announcement while unveiling a new defense strategy but as patty culhane reports from the pentagon cost and technology could put the brakes on travel space mission for decades american presidents have dreamed of creating the missile shield over america from ronald reagan's star wars to today u.s. president donald trump promising a full scale modernization of the military's missile defense systems but he's taking it further literally into space we will recognize that space is a new war fighting domain. with the space force leading the way my upcoming budget will invest in a space based missile defense layer. its new technology. it's ultimately going to be
10:51 am
a very very big part of our defense and obviously. a sense that would be a shift felt worldwide but some experts were quick to point out what the president promised is not actually in the pentagon plan the review itself says the united states is very interested in seeking a three way or in space so satellites that could observe missile launches and detect them sooner but there isn't any mention of putting weapons in space yet pentagon said that it was you another study over the next six months or the usability of that idea this sounds like science fiction and it would be exceedingly expensive they want to come up with a laser with the technology doesn't exist yet that they could put on drones to potentially shoot down missiles as they're being lost so how much would all of that cost well there was a briefing here at the pentagon with senior officials the question was asked over and over again and they refused to answer. bottom line it's easy for the president to make big promises but the pentagon as
10:52 am
a backdrop getting money to do it well that's a much harder thing to do particularly al jazeera the pentagon well moxon makovsky is a former u.s. department of defense official and now a senior fellow at the atlantic council he joins us via skype from some pieces back in florida i'm wondering this is essentially the militarization of space could this be the start of a new arms race. you know obviously president trump has increased the u.s. department of defense budget and this is a part of his interest in creating a legacy for himself as being strong on defense yes of course there's going to be concerns about a militarization of space but the u.s. has operated in space for many years and u.s. is obviously needed to compete with powers like russia and china which have their own space programs so in many ways this in terms of a focus is overdue but i think one of the things that's questionable is the wisdom of president trumps desire for a separate space force
10:53 am
a separate military department which is still not a foreign inclusion which he does not have support from the congress and he also has significant detractors in his own administration to include the department of defense of the wisdom of a separate military force like as you say china and russia already have space to try is a show about this but they're just not as vocal about that and so an announcement like this would rattle playable tensions. absolutely president trump but beating the drum about the need to militarize space could actually create the results that we want to avoid which is a domain in space that sees great powers shift potential conflict to space so again this very aggressive posture and aggressive increase in military spending on this potential independent department that would be caught akin to the air force the navy and the marine corps could add could also be detracting to u.s. interests i think that's possible possibly why you're seeing the pentagon demure on
10:54 am
some of the statements surrounding this because they're playing catchup as well to the president because he has been very forceful in the city should because he politically he sees it as a legacy issue and one could be particular as the u.s. being a drama on increased military assistance but does it make sense and is it something that's sustainable in the next several years as military spending united states is going to be facing increased pressure based on all the other requirements the u.s. as and the slowdown of the u.s. economy are you suggesting that there are divisions within the department of defense about this issue. absolutely back in june of two thousand and eighteen the president order the pentagon to start implementing and researching a separate space force and it's widely known that secretary mabus former secretary madison opposed to separate department he slow rolled the department of defense's study of this issue the air force also has been opposed to seeing
10:55 am
a space force moved outside of its own control their preferences for a space. command or unified command stays in the air force so i would say absolutely there are certain beer detractors within the us administration and within the congress including some republicans who do not want to see president trump's space force come to fruition but not this also isn't new right so reagan had his style war as george w. bush had his son of style was if this trumps version of that's. you know i think this is a expansion of an interest in the u.s. unifying control over as a military apartment and increasing resources towards space i think that's nothing new and something the past presidents have done but i think president trump is doing in terms of a novel approach is is pushing for a separate military department one that would cost more money and clearly put
10:56 am
a renewed focus having a space command or a space force that would be equal to the u.s. air force would be something almost revolutionary in terms of u.s. military organization and again that would clearly create extra resources as well as extra responsibilities and would be something that would have an increased target as a separate command and could it actually accelerate competition space among other militaries because the russians and the chinese are not going to stand the u.s. potentially increases resources to focus on space capabilities moxon makovsky that from the atlantic council thank you very much for your insights mike is your time well the u.s. president has cited a possible threat from north korea as one of the reasons for his new missile policy and that's likely to weigh on north korea's top envoy has arrived in washington d.c. to discuss affection summits between trump and kim jong un came young child is expected
10:57 am
to meet secretary of state's mike pump aoe on friday the two had planned to meet him november but that was postponed florence who is now following developments for us from south korea's capital seoul florence this is expected to be about this possible second summit how far along are those plans. well this is indeed a very positive sign especially as you said the meeting between kim myong chol and mike compare that was supposed to have taken place in november was canceled at the very last minute and this also comes as we've been getting other positive signals and a flurry of diplomatic activity in the region in south korea the president of moon j.n. had said recently or had urged north korea recently to take bold and practical action on denuclearization at the same time he also urged the u.s. to consider declaring a formal end to the korean war as a way to encourage north korea to take more steps towards denuclearization and then
10:58 am
in china we've seen north korean leader kim jong un visit beijing to meet chinese president xi jinping the two the leaders are the two countries rather are close allies and it's thought that the meeting may have afforded the two leaders and opportunity to strategize ahead of a possible meeting between u.s. president donald trump and north korean leader kim jong il and on top of that we've had leaders from the three countries the u.s. north korea and south korea exchanging letters indicating indicating that they want the denuclearization talks to continue so this meeting or the upcoming meeting between pompei o and kim yong chole is seen as restarting momentum that was lost on denuclearization thoughts florence let me ask you about that they did meet strand and kim in singapore in june last year just how much progress has there been on denuclearization since then. well very little i mean we've not seen any
10:59 am
concrete evidence that north korea is getting rid of its nuclear weapons development program it's not announced a timetable for getting rid of its nuclear arsenal it's still operating its missile bases and it's suspected of continuing to improve its missile capabilities and in fact the recently released us the report by the u.s. missile defense written concluded that north korea remains a significant and extraordinary threat to the u.s. its missiles are a significant concern essentially north korea and the u.s. can't agree on what denuclearization should look like the u.s. wants complete verifiable denuclearization of by north korea north korea does not agree it says it argues that to do so would put it in a completely defenseless position and it wants its actions to be met by corresponding actions by the u.s. either in the form of taking away some of the sanctions imposed on north korea or
11:00 am
a green to withdraw some of it's to teach military assets in south korea and north korea is also concerned about nuclear armed bombers and submarines that while not based in south korea could reach north korea from other parts of the world so that is why a divide between north korea and the u.s. about what denuclearization means but it's also widely agreed that these talks are really the best avenue to peace there is florence are there for us in self thank you florence well colombia's president has promised justice for there is behind a car bomb attack on a police academy and bogota at least ten people were killed it was the biggest attack of its kind in more than a decade and asunder reports from the colombian capital. this is the aftermath of the car bomb explosion inside the largest police academy in the country about eighty kilograms of explosives carried.
